The cost of college is both a political issue highlighted in President Obama's State of the Union address, and a personal issue for students and their families seeking to balance debt and educational opportunity. In a live, interactive "Office Hours" webcast Thursday, Feb. 2, Duke's director of financial aid, Alison Rabil, answers viewer questions about paying for college. Duke admissions officer Valerie Schwartz moderates the conversation. Rabil has worked in university financial aid for more than 20 years. She was in charge of financial aid at Barnard College in New York before taking her current position at Duke in 2008. "I did not grow up thinking, 'I want to work in financial aid,'" Rabil says, "but I have found that it is a good place for me and what I like to do. I am passionate about access to education."My mission is to be fair, accessible, open-minded and as generous as possible given the parameters within which I must work," she says. "I see myself as an advocate and a voice for those who cannot afford the full cost at Duke." Victoria Nuland, Spokesperson: "Under the Foreign Operations and Related Programs Act of 2012, the Secretary of State has the authority to waive certain restrictions on assistance to the Government of Uzbekistan if she certifies that it is in the national security interest of the United States to do so, and also that it's necessary to obtain access to and from Afghanistan for US assistance to that country. The Secretary has issued such a waiver in this case. She made the determination on January 18th and we put it forward to the Hill a couple of days later. It is a six-month waiver. This is the first time we have done this one. She'll have to review again six months from now. And this is waiver authority that we have through 2013."

The US Congress has threatened to cut military and financial aid to Egypt, citing harassment of non-governmental organizations. The recent tug of war between Cairo and Washington began when a number of US citizens working to promote democracy and human rights in Egypt were barred from leaving the country. Egyptian officials have defended the raid as part of legitimate investigation into the groups' work and funding. American aid to Egypt includes a yearly stipend of $ 1.3 billion to the army and an additional $300 million in economic aid.
