The main purpose of the exercises is to work out the role of a Rapid Reaction Force in dealing with common threats. As well as Dmitry Medvedev, the other political leader at the event are President of Kazakhstan - Nursultan Nazarbayev, Kyrgyzstan President - Kurmanbek Bakiyev, Tajikistan leader - Emomali Rahmon, Armenian leader - Serzh Sargsyan and Minister of Defense of Belarus Leonid Maltsev. The idea of creating a CSTO Rapid Reaction Force was discussed at an informal meeting of the Presidents of Armenia, Kazakhstan, Kyrgyzstan, Russia and Tajikistan in December 2008.
